Founder & managing director
Mike is the Founder and Managing Director of PerceptX, bringing twenty years of experience in defence spanning consulting, government, and military service. He has delivered more than 150 engagements for defence clients, including governments, corporations, and investors.
Before founding PerceptX, Mike built Avascent’s Canadian defence analysis practice, leading advisory engagements for the Government of Canada and Canadian industry on major procurement programs and defence-industrial policy. Following Avascent’s acquisition by Oliver Wyman, he continued as a Principal in the firm’s defence and aerospace practice. Earlier, he served as Senior Policy Advisor to two Canadian Ministers of National Defence and subsequently worked with Human Rights First in Washington, D.C.
Mike deployed to Afghanistan as an infantry officer with the Canadian Armed Forces and was awarded the Canadian Expeditionary Force Command Commendation. He is a McCain Global Leader and the author of Canada x Indo-Pacific, an analytical newsletter on defence and economic policy in the region, and contributes to leading publications on defence innovation, industrial policy, and Canada-Asia security cooperation.
Mike holds an MA in International Affairs from Carleton University’s Norman Paterson School of International Affairs and an MBA from IE University in Madrid. He is a certified Project Management Professional and a licensed pilot.
A mid-sized country’s defence industries cannot be sustainable through domestic procurement alone. Exports are critical to strategic autonomy and long-term competitiveness. In global markets, the politics and industrial relationships matter as much as the technology.
Supply chains and alliance structures are being reshaped. As countries reassess their suppliers and increasingly choose to build and buy with trusted allies, like-minded partners have a rare opening to deepen industrial ties, share capability, and integrate into one another’s defence markets. The advantage will go to those who read this shift early and position for it deliberately.
I founded PerceptX to help Canada and its like-minded partners do exactly that: independent, export-oriented defence analysis, built on a Canadian perspective and Canadian-owned data, serving governments, industry, and investors worldwide. Our perspective is grounded in more than twenty years of experience in defence and reinforced by a network of trusted representatives across key international markets.
